Who Qualifies for WIOA?
WIOA serves a wide range of individuals facing employment challenges
Adults (18+)
Basic Requirements:
- Age 18 or older
- U.S. citizen, U.S. national, or lawfully authorized resident
- Texas resident
Priority given to:
- Low-income individuals
- Individuals with basic skills deficiency
- English language learners
- Individuals with disabilities
- Homeless individuals or those in foster care
- Individuals with criminal history
Dislocated Workers
You may qualify if you:
- Were laid off or received notice of layoff
- Lost employment due to plant closure or company downsizing
- Were previously employed for a sufficient period
- Were self-employed but now unemployed due to economic conditions
- Unlikely to return to your previous occupation
Youth (14-24)
Two categories:
In-School Youth:
- • Currently attending school
- • Age 14-24
- • Low-income and facing barriers
Out-of-School Youth:
- • Not attending school
- • Age 16-24
- • One or more barriers to employment
Barriers include: dropout, homeless, foster care, pregnant/parenting, disability, justice involvement
Veterans & Spouses
Special priority for:
- Veterans transitioning to civilian employment
- Military spouses seeking career opportunities
- Disabled veterans
- Recently separated service members
Note: WIOA provides specialized services and priority enrollment for veterans and their families.
Key Point: You Don't Need to Be Unemployed
WIOA serves unemployed individuals, underemployed workers (working part-time but seeking full-time), low-wage workers, and anyone facing significant barriers to employment. If you're working but struggling, you may still qualify.
